You say that the Federation of Althea has citizen's income. How do they motivate people to work?
By not only having citizen's income but also minimum salary. If you remove the Federation’s highest taxes, it is the same size as the citizen's income. As such even cleaners and cashiers get an income at least twice the size of the citizen's income. Many people also get apprehension for what they do. This motivates enough people to work so that their income can be taxed and pay for the citizen's income.
